Delhi Pet Shop Licensing Delayed Despite 42 Registrations
Nearly eight years after the Prevention of Cruelty to Animals (Pet Shop) Rules, 2018 came into force, only 42 pet shops in Delhi have received registration certificates, while no trade licences have been issued yet. The delay is due to the Municipal Corporation of Delhi (MCD) still awaiting approval of its pet shop licensing policy.
Under the Pet Shop Rules, every establishment that keeps, sells or displays live animals must obtain registration from the Delhi Animal Welfare Board (DAWB) as well as a trade licence from the MCD. While the registration process has started, the absence of a licensing mechanism means shop owners cannot complete the legal requirements.
According to officials, the draft licensing policy was prepared in 2022 but was delayed after objections during the consultation process. The proposal was reviewed again in 2024 and is now expected to be placed before the MCD House for approval. Until then, registered pet shops remain unable to obtain the mandatory trade licence.
Why Does This Matter?
The Pet Shop Rules, 2018 were introduced to improve animal welfare, regulate the sale of pets, and ensure better living conditions for animals kept in pet shops. Registration and licensing also help authorities monitor compliance with welfare standards and discourage illegal or unethical pet trade.
The current delay mainly affects businesses that keep or sell live animals. However, around 250 establishments in Delhi have informed authorities that they only sell pet food, accessories or provide grooming services. Since they do not deal with live animals, they are not required to register under the rules.
For pet parents, buying from a properly registered and licensed pet shop is an important step towards supporting responsible businesses that follow animal welfare standards. The MCD has indicated that the long-pending licensing policy will be placed for approval, which could allow the registration process to move towards full compliance in the coming months.
